3. Approval of Minutes of the Meeting held on 19th July 2016  
  Minutes were approved and signed by Councillor Winkworth.

 

 
4. Progress Reports for Information or Matters Arising on Minutes of 20th September 2016  
  The Chair contacted the owners of the hedge along the side of The Street.  The ownership of the hedge is apparently in question between the Environment Agency and the owners of the land and has, therefore, not been cut.  The Chair to write to the Environment Agency and ask them to cut it.

 

The missing or broken road signs in the village were again reported to Tony Buckingham at Highways but no reply has been received to date.  We will write again

 

A letter was written to Councillor Herring to ask why Mark Amoss was so difficult to get hold of.  Councillor Herring replied but we have still not heard from Councillor Amoss.

 

A SpeedWatch notice was put near to Meadow View at the end of The Street.

 

The Chair wrote to Tony Buckingham re putting roundels at top of Church Road.  There has been no reply do date.

6. Reports

 

 
6.1 County Council

Councillor Robin Vickery attended the meeting and reported he is also involved in the British Legion and has been very busy the past six weeks due to Remembrance.  He is also the Champion of the Military Covenant.

 

Councillor Vickery reported about meetings to discuss Devolution.  Discussions with the Government will continue.  There are other options being looked at.  Ipswich Borough Council were voting tomorrow evening.

 

Councillor Vickery has the Highways and Locality Budgets and speeding in villages is next on his agenda.  He can supply SAVID with mobile speed signs which give out speeds of vehicles travelling but also retains data.  This will be passed around all the SAVID villages.  Highways will supply and install posts if we contact them, need to contact Tony Buckingham or David Chenery.  Councillor Vickery suggested we contact him if we do not hear anything positive.  This money needs to be spent before March.

 

Councillor Vickey is waiting to hear from David Chenery for dates for a meeting to discuss speeding through the villages.

 

The Parish Council wrote to Councillor Vickery earlier to ask if the open part of the B1078 through the village could be restricted to 40 mph.  Councillor Vickery reported that Traffic Regulation Orders take a long time to go through as they have to be advertised and the Council will wait until their have a batch to reduce costs.

6.2 District Council

No report was received.

 

 

 

 

6.3 Recreation Ground

 

The Recreation Ground have asked if rather than give them the normal £500 towards the cutting of the grass could the Parish Council could buy them a new party tent for Charsfest and other functions at a cost of £500.  The PC could then reclaim the VAT back on this and give the Recreation Ground  a smaller amount towards the grass cutting.  All agreed.  Clerk to contact Jo Wyatt.

7.2 Letter to Suffolk County Council

 

 
  The letter Councillor Hedger put together to be sent to the Chief Executive of Suffolk County Council was to be recirculated after a few slight amendments for further comment.  This will then be sent next week.

9.2        To note receipt of income as listed below:

 

Donation for Defibrillator from Charsfield Amateur Dramatic Society – £100

 

Sarah Owen Williams completed the Barclays Bank forms to enable her to become another signatory and Barclays have accepted this.

 

The PC decided to close the Active Saver Account as we need to transfer some of the money in it and as there is very little interest.  Chair and Clerk to visit Barclays Bank to arrange this.

10. Defibrillator Update

 

We have still not received the grant of £250 from our District Council.

 

CHT have received all the money and have the defibrillator in stock.  Unfortunately, the cabinet has not yet arrived and they will send out both to us as soon as they receive it.  We then need to put the electrics into the village hall and have it fitted.

11. Budget 2017-2018

 

The budget for next year as circulated was accepted and we would therefore ask for a precept of £4,500 for year 2017-2018.

 

 
12. Village Notice Board 

 

The posts holding the Notice Board outside the Village Hall were in need of repair/replacement.  Mark Fisher was to be asked for advice

 

If Mark was unable to help we would try Alan Ward.

13. Telephone Kiosk

 

The Parish Council have now purchased this for the village and will organise for this to be repainted and reglazed.  A notice will be put into the Parish Magazine asking villagers how they would like to see this used and the Clerk will also circulate to her list.
